If you do not need a design, but only a simple design of the letter, I can make up the letter without the need to provide a layout of the letter. In this case, you need a clear TK, text, images and a prototype of the letter scheme.
If you need support for old or not popular email clients, it is desirable to specify it immediately.
Not all designers fully understand the features of HTML layout of letters, so be prepared for the fact that it will not be quite as conceived by the designer.
I immediately discuss these points with you before starting work and we find a compromise.
